INTRO: Creating more attractive investment policy, enhancing measures overseeing more efficient programmes for companies, business units and enterprises, and stricter financial discipline for officials were the main focuses in the guidance to related sectors during the monthly government meeting for November.
STORY: The guidance was given in connection with the government approving the report on the implementation of the amended budget plan for the last half of the 2013-2014 fiscal year at the meeting.
The meeting approved the report on the implementation of commercial production promotion, especially for small and medium-sized businesses aiming to reduce poverty as part of targeting the Millennium Development Goal of eradication of poverty and hunger.
The government emphasised that the people’s production should focus on products which can be developed commercially to secure markets.
Preparation for facing the challenges of joining the Asean Economic Community was also discussed by the government, especially the issues related to labour skill development, labour shortages, and measures in managing free flow of labour.
The government recommended that labour skills and human development should be matched with the socio-economic development strategy, and practical activities, while schools and vocational training centres should be expanded to all regions of the country.
Concrete details and strict foreign labour management measures were also a matter the government emphasised in making any deal with investors, while also offering incentive policies for them to invest more in rural and remote areas.
The meeting approved the draft of the Law on Cyber Crime, while instructing the responsible team to improve the draft, especially concerning the contents about management, oversight, and the need for punishment measures for offenders to be stricter.
Regarding the decree on village dispute mediation, the government recommended improving some of its content so it could ensure peaceful methods that satisfied all parties and promoted the solidarity of villagers.
The National Maternal and Child Strategy and Action Plan 2016-2020 was another topic of discussion at the meeting.
Prime Minister Thongsing Thammavong also gave some guidance to cabinet members on enhancing public security and national defence. He told line ministries, organisations, and local authorities to pay attention on revenue collection and expenditure management so salary payments and other expenses could be realised on time. He also pushed for limiting unnecessary administrative expenses.
The Ministry of Health was instructed to pay attention in monitoring the outbreak of Ebola, avian flu, and other seasonal diseases.
Prime Minister Thongsing instructed the Ministry of Education and Sports to find measures and to educate students on morals and responsibilities so they will avoid any social ills.
To the 8th ordinary session of the National Assembly (NA), Prime Minister Thongsing Thammavong recommended the government members to be prepared to report to the meeting and give reasonable answers to the NA members’ queries.,
